Charger Black Case

How do I fix a laptop charger?

Ok, so a couple months ago my dog chewed my laptop cable in half,
She chewed the part the you plug into the wall and the AC adapter. I stripped the black casing off of the cable were it was chewed. Here is a pic of what it looks like: http://i40.tinypic.com/10y109l.jpg

The safest thing to do would be to replace the cable, provided it's not attached to the adapter. Most of the time the end that plugs into the wall is detachable. Yours looks grounded, so you probably need what is colloquially named a 'mickey mouse' cord, usually around $20 for 6-ft. They look like this:

If your cable is part of the AC adapter or you're too cheap to buy a replacement (not the best route to take), you'll want some heat-shrink and a soldering iron. Put heat shrink around each of the bare wires on one end, and make sure they're long enough to fully cover the exposed conductor. You'll also want to put a third piece of heat-shrink around the entire cord. Keep the heat-shrink back out of the way until you've soldered both ends of the cord together, then pull the heat-shrink over the joints, shrink them with a hair dryer, do the same with the third heat-shrink over all of it, and you're done.

Whether you use heat-shrink or not (use electrical tape if not), you need to solder the wires back together. Tape won't hold, and then you risk them pulling apart and arcing, possibly starting a fire. Also make sure you get the polarity right so you don't end up with phasing problems on the AC circuit.
