how to make an operating system for my own device?

you know how the ps3, or android, or the ipod touch has their own operating system. well i am designing a tablet, but need to create the os for it. i have drawn all of the things i need in my operating system, which includes an internet viewer, text editor (like word, or open office), file browser, tools (calculater, settings, etc.), and an ebook reader.

i just need software that can help me create an os for my device.
it doesn't matter if it costs anything. I just need it to do some of those things.

please help me
i only have sketches in a notebook. i don't have a physical device (yet).
The sketches in the notebook is just what i want the os to look like.

what would i use to write the os?

There isn't any software that can just create and operating system, you actually have to learn a programming language and write the operating system yourself, then you have to build the device, write drivers for all of the hardware in the device (because the drivers the manufacturers might supply you with would not work on an operating system you created). Drawings really won't do you much good. One thing is a little unclear to me though, do you have the device and just need an OS? Or do you just have some sketches?
Either way you're going to need to learn how to program, or get some programmers willing to help
