I wanted to do this type of, filming, with pictures for a project. can I do a sequence of pictures I colored and take pictures of them, kind of like a flip book but taken with a camera. Would this work?

Absolutely! You'll need access to a program like Final Cut Pro, though, to edit everything together. Make sure to keep your camera on a tripod so your perspective is the same from one shot to the next. Keep in mind this may take a VERY long time to edit!
