Does reloading windows clear your hard drive?

I had to reload my windows and delete the partition I was using so I could reload my windows XP. Now everything is gone but does that mean everything is completely cleared from my hard drive? I'm not sure how that works exactly.

Whenever you reformat a computer everything that was loaded onto your hard drive gets deleted (virus, drivers, software etc..) so the answer is yes

How to completely clear Xbox 360 hard drive memory when you have the RROD?

My 360 got the RROD. I want to sell the console but i need to delete my hard drive first. How can i clear all the memory when i can't actually use my xbox.

If you got RROD, then just send it back to Microsoft for a replacement.

   If you are using this drive only for backup information I can recommend you to use Acronis True Image. This software can backup your entire pc without copying catch, hibernate and other (useless for restoring) files, so it will increase your free space. After all with True Image you can backup your data to DVDs, CDs or FTP servers.
